Threat Management of Extreme Workplace Violence in the Healthcare Environment - Pre and Post Incident Considerations

Extreme workplace violence has always been a major concern for healthcare security directors, emergency management professionals and hospital executives. Those tasked with the safety, security and resilience of healthcare organizations must be knowledgeable about all possible sources of violence that may affect their facilities and personnel, ranging from physical assaults by patients to the possibility of an active shooter incident. Therefore, it is critical to employ strategies for mitigating the risk of violence. Threat assessments and the management of risk those assessments reveal must be comprehensive. That may be easier said than done.

Our next “Threat Management” presentation in this series will focus on pre-incident and post-incident considerations to extreme violence.

Pre-incident:
Our first speaker, Barbara Daly will present “Red Flag” indicators as precursors to Extreme Violence.
• Understanding the Threat Assessment-Threat Management process

Post-Incident:
Our experts will then engage in a panel discussion which will focus on response, immediately following an act of extreme violence.
• Clarify organizational roles and responsibilities and identify additional campus mitigation and preparedness needs
• Learn about strategies for business continuity and long-term recovery

Our Presenters:
Tom Boyle has distinguished himself during his 26 years in law enforcement. He most recently served on the executive staff for the NYPD SHIELD program, the Counter terrorism Bureau’s private-public partnership program. This unique program is a force multiplier that significantly increases the effectiveness of the Department’s fight on terror and keeping the City safe through information sharing and training with the private sector. Cementing a bond with security professionals around the nation and the world, Tom has offered insight and training on counter terrorism subjects such as Active Shooter Protocols, Security Management, Terrorism Awareness for Security Professionals, as well as risk and security management. Tom has a Bachelor’s Degree in Security Management, and is a Certified Business Continuity Professional. Tom is an active member of the NYC ASIS Chapter, The National Law Enforcement Association, as well as the First Precinct Financial Community Council. After 26 years in the NYPD, Tom took a position as General Manager for GardaWorld Security in NYC. With the transition to private sector security, Tom is able to leverage his extensive security background to assist GardaWorld in their mission of First in Class security services.

Barbara Daly, CTM is the director of Training & Technology at New York-Presbyterian Hospital. She retired from the Federal Bureau of Investigation’s (FBI) New York Office in April 2019 after 30 years of service. She supervised the FBI/NYPD Joint Violent Crime Task Force from 2008 to 2017 and served as the New York Office’s primary Behavioral Analysis Unit (BAU) field coordinator from 2007 to 2019. Barbara earned a Master’s degree in forensic psychology from the John Jay College of Criminal Justice and is a Certified Threat Manager (CTM) through the Association of Threat Assessment Professionals (ATAP).

Anthony Notaroberta is the NYC Health + Hospitals Senior Director of System-wide Security and Hospital Police. He enjoyed a long career in state law enforcement culminating as Chief Investigator, and received three Commissioner Awards for outstanding service above and beyond the call of duty. Anthony oversaw counter-terrorism investigations including the supervision of an interstate task force made of up of federal, state, and local law enforcement personnel. He is a Professional Certified Investigator by ASIS-International and has authored several published articles in the Journal of Urban Medicine, the Journal of Healthcare Security, and several industry trade magazines. Anthony is a recognized healthcare security expert and provides security management and investigation consulting services upon request.

Diego Rodriguez is the Vice President of Security and Emergency Management at New York-Presbyterian Hospital. He served as Senior Vice President and Chief Global Security Officer at Univision Communications, Inc., and in a variety of roles at the Federal Bureau of Investigation for over 26 years. Diego received education and training at the FBI Academy, FBI National Executive Institute, Management of Serious Crime Program at the Australian Federal Police, Office of the Director of National Intelligence, and the Kellogg School of Management at Northwestern University. He also received training in Critical Incident Management for Executives at FBI Headquarters and was a member of the FBI Special Weapons and Tactics (SWAT). Diego holds a Bachelor of Science in Athletic Administration and a Master of Science in Education, both from St. John’s University.

Jim Sherry brings decades of service in government, homeland security, and crisis management to his role as Senior Vice President of RedLand Strategies, a NYC-based consulting firm. He led the RedLand Strategies team that built and redesigned, tested, and exercised the crisis management plans for large healthcare, and financial services clients. Sherry’s past leadership roles in New York State government include service as Deputy Commissioner for Downstate Operations, Executive Deputy Commissioner, and Acting Commissioner of Homeland Security. He has regularly collaborated with NYC and its suburban counties and has also worked as Special Advisor for Public Safety in the New York State Governor’s Office. Jim is a graduate of St. John’s Law School and St. John’s University. In 2012, he graduated from the Naval Postgraduate School’s Center for Homeland Defense and Security’s Executive Leaders Program.
